IDCA Launches HDX™ to Bring Evidence-Based Workforce Intelligence to the Age of Artificial Intelligence

The Human Dependency Index™ introduces a new global framework to help organizations determine where human expertise remains essential, where AI can create value, and how to build future-ready workforces with confidence.

Washington, D.C. – The International Data Center Authority (IDCA) today announced the launch of HDX™ (Human Dependency Index) a proprietary workforce intelligence framework designed to help governments, enterprises and critical infrastructure organizations make evidence-based workforce decisions in the age of Artificial Intelligence.

HDX™ introduces a new methodology that evaluates every role across five Human Dependency Dimensions, measuring the degree to which physical presence, regulatory accountability, novel failure handling, cross-domain integration and stakeholder trust influence the role's long-term dependence on human capability. The assessment produces a composite Human Dependency Index score that enables organizations to classify every role according to its strategic value in an AI-enabled operating model.

Unlike AI readiness surveys or workforce reduction exercises, HDX™ operates at the level of individual roles. The framework provides leadership teams with objective evidence to support workforce planning, AI adoption, governance, organizational redesign and long-term talent investment.
