Former GSA Director Tom Santucci Joins IDCA as Chief Government Officer!
Washington, DC – March 18, 2025 – IDCA has announced that Tom Santucci has joined the organization as Chief Government Officer and Global Head of Government Affairs. Tom has been the leading figure in the US Federal Government when it comes policy review, and assessing the situation of over 12,000 government data centers as the world’s largest data center owner and operator (the US government). He spent five years with the U.S. General Services Administration (GSA) as Director, Government-Wide Policy (DCOI and CloudSmart), and almost 15 years with the U.S. Department of Justice (DOJ) as Program Manager for the Data Center Transformation Initiative (DCTI/CDCOI). He also spent five years with the Food and Drug Administration (FDA).
“Tom has established himself as one of the world's most prominent data center transformation experts, working at the highest levels during his career with the U.S. Government,” according to IDCA Chief Research Officer and Editor-in-Chief, Roger Strukhoff. “As IDCA interacts with governments across the world in devising strategies for their digital infrastructure and empowering Digital Economies, having Tom as a key part of the team allows us to bring unmatched real-world expertise to our initiatives.”
While serving with the Department of Justice, Tom Management ensured success by matching individuals to tasking with complexity and competency in mind, managed departmental budgeting and spend, participated on the DOJ IT Acquisition Review Board (ITARB), providing broad exposure to all significant IT procurements. He continued that work at the GSA, taking the government's CloudSmart approach to modernize IT and enable agencies to make informed decisions about cloud adoption, security, and procurement.

This discovery solidified my decision to join IDCA, an organization at the forefront of this unifying standard.
