Samuel Visner is a member of IDCA Technical Standards Committee and a global thought leader in national security and cybersecurity with a distinguished career enhancing the security of our nation across industry, academia, and government.

Throughout his career, he has worked across multiple federal sponsors and commercial enterprises to build resilience to attacks and exploits from nation-state actors and cyber criminals in a complex cyber IT ecosystem. He has also worked in the development of policy and management architectures designed to confront our most urgent national security challenges. Visner has been a trailblazer in public/private partnerships and collaborations (e.g., INSA, AFCEA, PSC, National Academy of Science). This broad range of experience gives Visner a unique perspective into the challenges small and medium companies face. He understands that solutions must be practical, consumable combinations that are cost-effective, repeatable, and scalable

As Director of the National Cybersecurity Federally Funded Research and Development Center, that MITRE operates for the National Institute of Science and Technology, Visner focused on the cybersecurity of the nation’s business and critical infrastructures. In 2020 he was appointed to the Board of Directors for the Oak Ridge Associated Universities and serves as a Board Member of the Space Information Sharing and Analysis Center. He is also a member of the Council on Foreign Relations and the Atlantic Council, and is a member of the Intelligence Community Studies Board, sponsored by the National Academy of Sciences, serving the Office of the Director of National Intelligence. He is also a member of the Army Science Board and has served twice on the ISR Task Force of the Defense Science Board. He also served as Chief, Signals Intelligence Programs at the National Security Agency, from which he received the Agency’s highest award for civilian service. In addition, he has served as senior executive in the private sector, managing two cybersecurity businesses.

Visner serves as an adjunct professor of cybersecurity at his alma mater, Georgetown University, where he was awarded a bachelor’s degree in international politics from the Georgetown University School of Foreign Service. He also holds a master’s degree in telecommunications from The George Washington University.
